osgEarth has shaders that it can run on the terrain in realtime that could
perform this modification. You could probably also dynamically add and
remove inset layers that would override the existing elevation without even
writing a shader.

Contact me privately if you want some more info about either of these
approaches. Generally I prefer osgEarth for dynamic real-world terrain.
