I am not very skilled in using linux, is there an easy way to set up an dual boot without
installing it (real) on the system, because the CPU aren't developers. i don't have adminstrator
access to them.

Could you try creating a dual boot to linux on this machine and seeing
what performance you get.  This would isolate the problems to OS and
perhaps give a few more clues where things are going astray.
