Hey Greg,
You place items in the transparent bin by setting the RenderingHint on the
stateset:
stateset->setRenderingHint(osg::StateSet::TRANSPARENT_BIN);
And as you mentioned before, you want to make sure and have blending on if
the billboards include partial transparency:
stateset->setMode(GL_BLEND, osg::StateAttribute::ON);
