Geeklog (www.geeklog.net) and Drupal (www.drupal.org?) are
Linux/Apache/Mysql/PHP (LAMP) based systems which, if you've got all the
LAMP stuff setup, are easy to install and come with builtin polling
systems. They are free and would work fine.

I don't know if that means it stops accepting responses after 100
replies or you can only send it to 100 people.
