Like Chris, I have opened the space for youth and adults many times, in multi-racial settings, in 600 person church organizations, in schools working on violence issues, in an alternative elementary school fighting for its life among others. It can work extremely well. Some youth take leadership and find it exhilarating. Others may stay back for the first round as they are not used to taking responsibility for their ideas (some adults are the same). This is where evening news can be critical in hearing peoples concerns and frustrations and shifting them into the challenge to take leadership and responsibility the next morning by putting up topics. That has worked every time for me.
