Peggy, you have yourself pointed out the main issue that came to my mind reading the two stories. In the tech company, this was a very first step. Having people tell publicly that they want more input from HQ and want to know better what senior people think is already a great result which points to a possible lack in communication in that organisation. It's the first step seniors can take to encourage more commitment from the field, if they are ready to do so.
