I think, the only way how to compare 2 devices is, let them record the track side by side, using the same software, and if possible the same system and application settings affecting received GPS location and track recording.
High accuracy mode does not mean better GPS accuracy, but eventually better location accuracy. Android location service uses in this mode all possible sources of location, i.e. GPS, WiFi, cellular network, eventually reportedly even BT. Big advantage in urban area a/o indoor, but useless for outdoor rural areas. GPS location error is given primarily by error determining distance to a satellite, that is typically 2-7 m. Main factor is ionospheric variable signal delay. The error can get worse without clear sky look, e.g. because of reflections. It is farther worsened by GDOP(HDOP,VDOP) - geometric(horizontal, vertical) dilution of precision, what is geometrical factor given by number of satellite and satellite placement, giving how good is the final accuracy. 10-20m final accuracy is not ideal, but not really bad. For HDOP=1.0 ( ideal), the final accuracy is about the above 2-7m, typically 4-5 m. HDOP can be typically 1 (ideal)-10 (very bad). 10-20m mean HDOP 2.5-5.0, resp 2.0-4.0 what are quite medium values. Another factor is, if the target application or GPS subsystem uses some location post-processing by Kalman filtering, or how strong it is. For case of random or very short term systematic errors, it leads to more accurate filtered path. But it will not help with long term errors. Last but not least factor, affecting systematic errors, is accuracy of mapping.
