Thanks, there's a thread under the changeset https://www.openstreetmap.org/changeset/52825246 - I started with cycleway and following several discussions went to path then back to cycleway. Someone else can change it again if they think that's still wrong. I am not going to get into whether the council planners primarily intended it for feet or bike wheels, suffice to say its used by both, but not motor vehicles!
