There is a catch the GitHub repository contains development version of
routing.xml file, that may but may not be backward compatible with the file
version for your OSMAnd application.
The save way is to download the APK installation file of your osmand
version, open it as ZIP file and extract the file from there.

I moved it to /storage/7AF0-1018/Android/data/net.osmand.plus/files/routing.xml
I guess it now does read the file.
Because now osmand+ keeps crashing whenever I start it.
I'll try later on with an unmodified routing.xml
