Bart is right. Big countries are split up. Some of them are only delivered in regions. some are delivered in regions and as one country, related to the total file size to be smaller than 2GB. You can either download (some of) the regions or the entire country. I go at least once a year to the north-western part of France, but only to the north-western part. So I download 700MB instead of the total of 3.5GB. Note also that due to minimal overlap and overhead in the files, all regions of Poland will be slightly bigger than the full map (as is the case for all those countries).
You can choose for "bare necessities" or "full coverage". I live in the Netherlands, which comes in regions and as full country (because the Netherlands, despite being a smaller country, is one out of 5 countries with full address coverage). For my own country I choose the full map.
