That's right and this has also been mentioned for France, Germany and a few
other countries, where first the sub-regions are created, and then the
regions. and for France and Germany not even the entire country as it would
be (much) bigger than 2 GB.

Some people find this annoying, but in theory it doesn't make a difference
at all. If you are an OSM maintainer you might want to see your changes
asap.
But think of x years ago: We had a paper map of sometimes > 4 years old in
the car. And even if you bought a paper map of Poland for 2019, the latest
data was perhaps 3 months older.
And think of TomTom and Here for builtin car brand head units: TomTom
releases 4x per year, Here 2x per year.

You are very lucky with OsmAnd.

(And I don't care at all. I only update my "foreign" maps when I need
them.) Motorways stay the same for 30 years or more. National highways the
same, with perhaps a roundabout (on the somewhat smaller roads) City roads
don't change that much with occasionally an annoying one-direction change.
A new motorway takes so long to build that also TomTom and Here are
up-to-date when it is opened.

OSM digital map update cycles are extremely fast compared to real world
changes.
