Which is true--apparently OsmAnd is using my present location on the
worldview map, even though I have wifi turned off.
I'm less clear on OsmAnd address searches, but this is a start.
Also keep in mind that address searches depend upon the address which
is requested having been entered into OpenStreetMap. If OpenStreetMap
does not (yet) contain the address, then OsmAnd will not find a
location.
The good news is that you can add missing addresses to OpenStreetMap
yourself, after which they will be available to OsmAnd to use for the
address search feature.
