Don't misunderstand me: I don't think it's trivial to solve, but I DO think 
it's very annoying. The suggestion by [email protected] is not helpful 
since it is distracting while driving.
The OSM router makes even more mistakes like this, but on the other hand I 
can't remember such a glitch in google maps, so it is possible (but maybe 
it requires a lot of money).

My suggestion would be to set some small penalty on highway_link roads when 
routing. Maybe use an effective speed < maxspeed?
Especially when the road number before and after is the same....
