I tried to replicate this (Poland Silesia map 1/1/21, Osmand +3.8.4) taking 
the from/to coordinates from your OSM link and using the "Simulate 
navigation" option in OsmAnd but didn't see the same strange directions.

If it helps anyone else to look at this more easily, the  route is a 
1-minute section from/to:
50.13088, 18.99391
50.13215, 18.99020
