Total Commander, x-plore, Solid Explorer can do it. Fully on INT SD, reading on EXT SD private folders of any app. Why? They applied for permission MANAGE_EXTERNAL_STORAGE. Seems yours did not. The makers of OSMand did not even try to apply for this permission and go into the discussion with Google why this is needed for geo apps, too. I do not claim that would be easy, but they could have started this process early.
