If the boat was warned, it's difficult to imagine they thought they'd  
get away with it.

To be honest, I think the international waters thing is a red herring.  
Neither you nor I is an expert on maritime law, so I don't know what  
the deal is when someone is intending to enter your sovereign  
territory when you're blockading it.

They're patrolling the waters, Dignity knew they were there and  
allegedly didn't respond to hails.

Yes, this story isn't over yet, and no, I'm not taking sides. However,  
when should they have rammed the ship?
