>From the perspective of the society, when times are hard, it is necessary to target resources at keeping as many people above the poverty level as possible. It will always make more sense to let the rich slide into mere comfort and the comfortable into a tolerable degree of discomfort, than to let those with their heads barely above water to slip below the level at which they make any contribution to the economy (employment and health being the primary factors). The extent of the disaster does not change this.
