Jimmie - Very cute title!  These bureaucrats make me sick.  During the caps,
an administrator of a home where I worked came and showed me an article about
a government funded study which showed that utilization of rehab in SNFs had
decreased since the cap.  -- Well, Duh! They needed a study to conclude that?
