Jimmie- I dunno, maybe they asked people who were receiving rehab if they had
any problems obtaining MD orders or services?  Maybe they were looking for
people who would say - I needed therapy earlier, and my doctor said I needed
it, but the nursing home didn't have any therapist available to treat me -
but that would really be a small group, because if they did have any
problems, they probably not be getting the services at all, to be asked. --

Jody,
Red tape is as red tape will be.  The OIG cam out with a report shortly
after the cap moratorium went into effect which stated that medicare
recipients who were able to acces rehabilitation services had no difficulty
accessing such services under the cap.  Does that make sense to anyone out
there?  If so, please explain it to me.
