Pat,
The anti kick back laws would not be in effect for an employee, however there 
would be some risk associated with any appearance of excessive referral for OT. 
 As a contractor, the anti kick back laws would be an issue.  It would be best 
that an attorney or healthcare consultant is consulted prior to set up of this
