Double check with NAHB, but I believe it certifies that you sat through the same 3 day courses as everyone else: working with and marketing to older adults; home modifications; and a good business practices course, and that you absorbed enough to pass a test that the folks putting the course together thought reflected a level of minimal expertise. It requires continuing education (as well as money) to renew. It doesn't require membership in NAHB. The CAPS program was developed by NAHB Research Center and the NABD Remodelors council in cooperation with US Administration on Aging, AARP, and NAHB Senior Housing Council. AOTA is cited as being an organization that made contributions.
I don't spend a lot of time worrying about stuff like this, but it reminds me of the NBCOT in principle though the educational requirements are more stringent to be allowed to take the initial national certification test. It simply signifies you knew enough to pass the test once, you engage in continuing education in the field, and you pay your renewal fees.
