OK, 4.0.0-rc3 is ready.

**Please give it a try, and give feedback!**

(Packagers: don't yet distribute it, but do check that it builds with
your packaging system -- especially the new gcc/ld-hardening
CFLAGS/LDFLAGS.  Do note that the libotr so major number is now 5.)

Barring major showstoppers, the plan is that this is what will go out as
4.0.0, hopefully at the end of the week.

[You need to upgrade both libotr and pidgin-otr to 4.0.0-rc3; they're
both incompatible with earlier versions -- even with 4.0.0-rc1.]

The Windows binary is built with a little bit of libotr debugging
enabled (-DOTRL_DEBUGGING=1).  If you start pidgin from a console, and
type "?OTR!" into a conversation window, it will dump some information
about the current ConnContext (no decryption keys, though).  If you type
"?OTR!!", it will dump information about *all* ConnContexts.  This
functionality will be removed for the 4.0.0 final release.
