I answer my question and close it now. The problem is caused by missing Traditional Chinese in the default font file (*.ttf).
The problem disappears after a new ttf file which supports Traditional Chinese words is added in the following path and configuration is updated in SysConfig in UI. C:\Program Files\OTRS\StrawberryPerl\perl\site\lib\PDF\API2\fonts Thank you!
