So my first suggestion is to just test the voltages, with no devices attached. The data line should be 5V higher than the ground.
Second, make sure you are attaching the DS1990A with the correct polarity.
After that, there is always the issue of correct ports, etc. The fact you have different responses depending on what is attached suggests you have chosen correctly.

I recently bought the parts for a 1-Wire adaptor (the DS9097), and
assembled using the diagram on your site:

The real problem comes reading any chip from it. No matter how hard I
try, it fails to read my DS1990A iButton!
Using OWHTTPD, it sits there for about 10 seconds refreshing the bus.0
page, with the DS1990A, and without the DS1990A a mere millisecond.
Do you have any suggestions as to a fix to solve this?
