Basically you'd need an infrared LED and photo diode, and something that
notices when the light level changes a bit.

has a simple schematic on page 5 that you'd probably be able to adapt.
Connect it to a DS2423 (1wire counter), and you should be done.

I need to do the same for my own energy meter, except that mine has a
nice red LED that blinks once per Wh. (*Way* too fast for my taste...)
