Mmh. Why not use something like HobbyBoards' Moisture Meter?
Or, even more simple, since it's salt water: run two parallel blank
(gold-plated) wires down the aquarium wall and measure the resistance.
Conductivity (i.e. the inverse of the resistance) should be reasonably
proportional to the submerged part's length.
