In case everyone ignored my first post, I'll paste the URL of our very 
successful water level meter (I've receive over 100 emails, and I know at 
least 20 people have made one):

It would be straightforward to build the analogue design and feed it to a 
1w adc, you might also be able to use the dual counter module to replace 
the pic.

You might want to shield the sensor from any platypuses or eels to prevent 
the sense signal from upsetting them.
