Honestly don't know, at least absolutely not regarding US laws.
The main issue is to find about the reason, why they do not publish it 
officially..
Might be, they haven't understood cryptgraphy basics (known and proveable)
or probably simply for some export-regulatory reasons. 

If it helps somehow, I can try to request the DS "officially" from Dallas with 
the specific application I head for (secure door access control with OSS 
software) and see what it takes to get it ?
I can try to clarify this further tomorrow..

Dallas should also have some interest in a little bit of help, I guess OWFS 
also helps them selling their pieces.
And from cryptographic point of view, there's absolutely nothing in this DS 
what makes it reasonale to be worth hidden..
