Because that is just a chip. The expense is in the connectors, mechanical parts and particularly assembly and test. $30 is still too much, but as I said it is at least partly because the volume is small so the tooling will not be geared up to very cheap large scale production. Also as it only sold by a few vendors there is little competition.
