http://www.cygwin.com/ This installs the Cygwin library on your computer, as well as it has a package manager for precompiled software available in the Cygwin archives. You can simply pick e.g. libusb there. Maybe you are lucky and they also have an libusb-enabled owserver build at hand. No support from my side, though, for the initial reason.
