I agree with Jan, if you want to keep it simple then go straight to the pi,
it will almost certainly be easier to get the pi going and put owserver on
it than it will be get owserver running on windows. Also I suggest that
you look at node-red as an alternative to openHAB, some prefer node-red and
some prefer openHAB, so look at both. Either will run well on the pi and
you can keep the PC just for the UI via the browser.
