I found it very confusing after first swapping to it from IIS 6. Having had time to adjust, I think it's a pretty good representation of a complex system. It's certainly easier to find the settings that were quite esoteric/hidden away in previous managers.
The one thing I don't like is the swapping between site content/site features via tabs in the main panel... my brain just doesn't grok it. Personal preference though, I'm sure!
