Bill, don’t get me wrong I share the same frustations (was on a call with the phone team at 3am this morning talking about it). The upshot is that if we want to support Windows Phone we need to build guidance to assist developers build for 7.x (which will work across wp8) unless they specifically want to leverage wp8 functions.
