The PBI Report Server is an on Prem option but only lets you publish some reports, no dashboards, and the desktop tool for it is always way behind.
For pro, the users don’t need PBI Desktop installed, they just need a license. There are A SKU licenses for SaaS apps but only for other people’s data, not your own company.
