Sharing Power BI reports directly via a file share or sharepoint portal is
free, but all users need Power Bi installed, and you miss out on a lot of
functionality.

Publishing to the Power BI portal is the preferred mode for sharing within
an organization. Published reports can be setup to automatically update
their data on a schedule, don't require any desktop installation footprint
and there is some functionality that only exists on the portal (like
dashboards, and insights).

>From a licensing perspective there are a few different options. I'm not
current, so these may have changed, but you previously had to choose
between having Pro licences for *everyone *using the reports, or using
Premium licensing to allocate capacity for users (which then don't need a
licence themselves).

(Note that if you do want the reports to refresh themselves on a schedule,
and the data is on-prem, you will have to look into the Power BI Data
Connector too)
