Phew! I finally found it, after intensive searching. I don't know why this isn't an urgent issue, unless I really am crazy and I'm the only person in the world who uses the VS Replace in Files feature for general purpose (project external) bulk file changes. That feature simply stopped working a few months ago. The last update was on July 08 <https://developercommunity.visualstudio.com/t/Replace-in-Files-CtrlShiftH-not-wo/10081558> which says "Under Investigation". There have been a lot of updates since then, but sadly none of them included a fix. *Greg* >
