This has been fixed and the fix should be avalable in 17.4 Preview 1. If you run into something in the future, get folks to +1, it increases the priority and lets us query over all these users find patterns in the issues they run into.

I don't know why this isn't an urgent issue, unless I really am crazy and I'm the only person in the world who uses the VS Replace in Files feature for general purpose (project external) bulk file changes. That feature simply stopped working a few months ago.
