A lady I know, also small in stature recently had success in encouraging her 
breech baby to turn - she used a combination of these:

playing classical music thru little headphones on her pubic bone
an hour long stint of dancing to the Bee Gees (lol)
and the breech tilt exercise

She doesn't know what worked but was thrilled when her baby turned head down 
and she went on to have the most exhilarating natural birth.
