I my opinion i would want the water to be at a "drinking" quality at least!
This would require boiling and filtering to remove bacteria and infectious substances especially in the case of a tear.
Your water would have to be "pre-prepared" comming up to the time of delivery and held in a storage tank as the process of boiling and filtering would take a great deal of time and effort.
 
I am on tank water also and in preparation for our birth we purchased a tanker of water (10,000 litres for $60),.. I still heated this water and filtered it through our normal house system.
