The behaviour of the lookup columns is that when there is more than 20 items, Internet Explorer will render the "ajax-ish" drop down you are describing that filters as you type. When there 20 items or less (or you are using another type of browser) you will see the standard HTML drop down list.

Or maybe it was the other way around. And maybe it wasn't exactly 20 but close to it :) Try inserting over 20 / removing to under 20 items and see if the behaviour changes. In the end we used a custom control to avoid it. I've got a lookup column on a newform.aspx however it allows typing in it, which is messing things up (as you can type anything in it, rather than only what is in the fake drop down list).
