It is possible to prevent it by turning on accessibility mode, so maybe you can fiddle around with the form (if it is a specific form) or use some httphandler to turn it on when a user opens a page with a lookup with more than 20 items. I warn you - I have no idea what else accessibility more does. Another option is not to use IE.
