Is this the difference between per site people profiles and those found in the SSP?
I currently use SUSHI<http://sushi.codeplex.com/> to upload all profile pics and it works a treat. Apparently it now has 2010 support. I think the photos in search results may also be dependent to the photos uploaded to AD profile. I've tried to re-run the people search before and still not working until I uploaded photos through AD profile. I'm still not sure whether this is the solution or not. It's likely the change to the user profile picture stored in user profiles hasn't been indexed by search. Sezai.
