Reload-04 will undoubtedly have the same authors as present, but that is up
to them.

If Reload-04 is adopted as a WG item, the chairs will appoint an editor.
The editor will be charged with making sure the working group consensus is
reflected accurately in the text of the document.

Let's be honest: The truely important question for most people is just 
who are the authors of the document.
 
The document will be quite likely modified to a large extend anyway as 
part of the usual working group process.
