Well, most BitTorrent clients are open source software and users have
full control of the resources they share, but that doesn't prevent them
to share often more than what they consume. Of course file-sharing and
realtime communications are quite different beasts, but I don't think
that if Skype allowed users to turn the local relay off, many would
actually do that.
