I thought it did cause an actual build failure, but I just tried commenting it out of one spec I use it in and doing scratch builds for F35 and Rawhide and they worked fine, and the resulting packages don't have a runtime dependency on setuptools_scm. setuptools_scm isn't packaged for EPEL, either, but of course that doesn't really matter as you can't use the %pyproject stuff on EPEL anyway.
