Please fix this as one of MUST items:

[ ]: If the package is under multiple licenses, the licensing breakdown
     must be documented in the spec.

You don't need these lines in the spec file because of outdated:

> ### third_party color-emoji code is in BSD license

  noto-emoji doesn't have any BSD licensed files

> # In nototools source
> ## nototools code is in ASL 2.0 license
> ### third_party ucd code is in Unicode license

  nototools are now a separate project and no longer available in the archive.


Other than that, just to make sure:

[ ]: Changelog in prescribed format.
[ ]: Spec use %global instead of %define unless justified.
     Note: %define requiring justification: %define autorelease(e:s:pb:n)
     %{?-p:0.}%{lua:

According to comment#6, I expect you don't have real changelogs and own
%autorelease macro in the spec file, right?
