hello this is my personal opinion here, but I think vmware works great as doesn't do anything magic to get mac running.
it will boot from the partition and you can create a VM. You can do one VM manually, create a user, say packer with a password, enable sudo without password, enable remote access ssh and then you can use packer with vmware-vmx to start from this VM will be fast and easy.
