Parallels Pro is also a good option, even it's a bitt more expensive, but

I think all of them have in theory, I run all three (VirtualBox, Parallels
Pro, and VMware Fusion). I have seen this problem but only on occasion when
my mac is under load from something else and I run three concurrent packer
builds at the same time (which most of the time is fine on my MacBook Pro
late 2013, i7).

IMHO If you don't have any other reason than the repeated key problem (
https://github.com/hashicorp/packer/issues/2855) on VirtualBox I would
start by investigating what's the cause of the high load.
