Thanks for your help, but I am still stuck :(
I have checked my pf.conf and under trapping and registration I have the same
10.0.0.0/8 subnet defined which covers all of my workstations. GARH!

My next guess: Your registration subnet is not defined in conf/pf.conf under an
interface.
