I believe both services are running:

[root@packetfence conf]# cat networks.conf
[10.1.2.0]
dns=10.1.2.1
dhcp_start=10.1.2.10
gateway=10.1.2.1
named=enabled
dhcp_max_lease_time=30
dhcpd=enabled
type=vlan-registration
netmask=255.255.255.0
dhcp_end=10.1.2.246
dhcp_default_lease_time=30
domain-name=vlan-registration.ruimsig.maragon.local

and

[root@packetfence ~]# ps -e | grep named
1754 ?        00:00:00 named
[root@packetfence ~]# ps -e | grep dhcpd
1762 ?        00:00:00 dhcpd

Is it correct that the client gets a DNS entry of 127.0.0.1 from DHCP? The 
client does not know about the pf server on it's entire FQDN.... Yet it does 
know "packetfence".

look at your networks.conf and verify that named=enabled and dhcp=enabled
